An alleged victim told police she was shopping at Metropolitan Market in lower Queen Anne when she noticed David Zarett, whom she did not know, standing "uncomfortably close" behind her with a long cardboard tube nearby on the floor. Investigators said Zarett, a multi-million dollar developer, was hiding a camera in the tube.
